Grant Assurance 10 – Metropolitan Planning Organization has a couple of criteria for applicability. First, it must be for a federally funded project that involves a new airport, an airport runway, or a runway extension. Next, it must be at a medium or large hub airport. [1] US DOT (2020). Airport Improvement Program Assurances for Airport Sponsors. Retrieved from https://www.faa.gov/airports/aip/grant_assurances/media/airport-sponsor-assurances-aip-2020.pdf If the airport meets those criteria, then it should provide a copy of the proposed airport layout plan with the project referenced and the airport master plan to show its depiction.
In projects involving the location of an airport, an airport runway, or a major runway extension at a medium or large hub airport, the sponsor has made available to and has provided upon request to the metropolitan planning organization in the area in which the airport is located, if any, a copy of the proposed amendment to the airport layout plan to depict the project and a copy of any airport master plan in which the project is described or depicted.

Grant Assurances often mesh with one another and build off of a different one.
