As discussed previously, a Grant Assurance is an obligation that an airport agrees to when receiving federal funding. If you have not read the intro to Grant Assurances, please take a moment to do so. Grant Assurance 2 addresses the Responsibility and Authority of the Sponsor.
The FAA breaks down the Responsibility and Authority of the Sponsor into two categories, Public Agency and Private.
Public Agency Sponsor
It has legal authority to apply for this grant, and to finance and carry out the proposed project; that a resolution, motion or similar action has been duly adopted or passed as an official act of the applicant’s governing body authorizing the filing of the application, including all understandings and assurances contained therein, and directing and authorizing the person identified as the official representative of the applicant to act in connection with the application and to provide such additional information as may be required.
Private Sponsor
It has legal authority to apply for this grant and to finance and carry out the proposed project and comply with all terms, conditions, and assurances of this grant agreement. It shall designate an official representative and shall in writing direct and authorize that
person to file this application, including all understandings and assurances contained therein; to act in connection with this application; and to provide such additional information as may be required.
Essentially they say the same thing. One is addressed to a government entity, the other to an official representative. Either way, the sponsor must submit in writing the confirmation of legal authority to pay for and complete the proposed project and agree to comply with the terms, conditions, and assurances of the agreement (Grant Assurances).
As part of the process, Airport Sponsors will pass a resolution of the governing body that is an agreement to the grant conditions, obligations, and name a point of contact to be the representative. This only applies to projects federally funded.
